Gulf Digital News, 31 May 2026: Social Development Minister Osama Al Alawi has issued executive regulations for Bahrain Law No. 58/2009 on the rights of elderly people, introducing new rules for elderly care and accommodation services in institutions and day‑care centres, with emphasis on protecting seniors’ dignity, independence, and rights.
The regulations stipulate that an elderly person may only be admitted to a care institution upon their personal wish and written request, after verifying eligibility. Admission cannot result from family refusal to provide care. Institutions are also prohibited from forcing residents to remain or compelling them to leave, though authorities must be notified if departure poses risks to life or safety.
Health and administrative requirements include mandatory medical examinations to ensure residents are free from infectious diseases. Licensing conditions for establishing and operating elderly care institutions and clubs require directors to hold qualifications in care services, social work, or psychology, or have at least two years of practical experience, alongside sufficient financial resources to guarantee uninterrupted operations.
The regulations establish a graduated penalty framework: warnings and orders to rectify violations, escalation to ministry administration, temporary closure, or licence revocation. Affected parties retain the right to appeal before the competent court.
