Al Khaleej, 2 July 2026: The Dubai Financial Services Authority (DFSA) has accepted the first issuance of UAE government treasury sukuk for individual investors to be traded on Nasdaq Dubai, marking a milestone in the country’s capital markets.
The sukuk, issued by the Ministry of Finance, represents the first government instruments in the UAE specifically targeted at retail investors to be listed on a regulated exchange within the Dubai International Financial Centre (DIFC). Previously, sukuk listed on Nasdaq Dubai were limited to institutional investors, but this listing opens access to individual investors through the DIFC’s market infrastructure.
DFSA, as the independent regulator of banking, financial services, and markets in DIFC, oversees Nasdaq Dubai and grants listings once issuers meet disclosure and investor protection requirements. DFSA CEO Mark Steward described the listing as a “defining moment” for Dubai’s capital markets, reflecting broader efforts to expand investor participation while maintaining market integrity and confidence.
The sukuk becomes tradable on the secondary market following their listing, adding depth and diversity to DIFC’s sukuk market, which already exceeds USD 98.6 billion in listed instruments. The move expands the range of government‑backed products available to retail investors and demonstrates Dubai’s commitment to diversifying capital market offerings under a robust regulatory framework.
