Al Madina, 2 June 2026: Tadawul Saudi Arabia has announced amendments to stock market rules aimed at strengthening the sukuk and debt instruments market, particularly by improving the regulatory framework for securitisation and expanding investor participation.
The proposed changes will allow the listing of asset‑backed debt instruments through securitisation in the sukuk and bonds market. Tadawul explained that the amendments also include developing related regulatory provisions, enhancing disclosure requirements, and ensuring greater transparency for investors.
Officials emphasised that the reforms are designed to make the market more flexible and efficient, thereby broadening the investor base and increasing the attractiveness of sukuk and debt products. The initiative reflects Saudi Arabia’s commitment to modernising its capital markets and aligning them with international standards.
Tadawul confirmed that the draft amendments have been released for public consultation, inviting stakeholders and market participants to provide feedback. All comments and observations will be carefully reviewed before the final version of the rules is adopted.
