Times Kuwait, 18 August 2026: The Cabinet has approved a draft decree‑law amending provisions of Kuwait Emiri Decree No. 15/1959 on Kuwait Nationality Law, introducing new rules on revocation, certification and political rights.
The amendment to Article 14 of Kuwait Emiri Decree No. 15/1959 allows revocation of nationality from children or descendants if it is proven they knowingly benefited from fraudulent additions to nationality files, as established by the Supreme Committee for Investigating Kuwaiti Nationality or a final judicial ruling.
Article 19 of Kuwait Emiri Decree No. 15/1959 has been replaced to require the Minister of Interior to issue every Kuwaiti citizen an electronic certificate of nationality, with full legal validity equal to the paper certificate. The Minister will set technical rules for issuance, storage, verification and cancellation.
A new paragraph added to Article 7 of Kuwait Emiri Decree No. 15/1959 stipulates that naturalised citizens will not have the right to vote, stand for election or be appointed to parliamentary bodies.
