Kuwait: New Oversight Rules for Expatriate Professions

Arab Times, 22 June 2026: The Public Authority for Manpower (PAM) has intensified oversight of expatriate professions, issuing new regulations to ensure workers’ academic qualifications align with their job titles and duties.

Under Kuwait Ministerial Circular No. 1/2026, effective June 2, expatriate workers must now demonstrate that their academic credentials match their professional classifications. The move is part of Kuwait’s broader effort to strengthen compliance, improve labour market efficiency, and ensure transparency in employment practices.

The circular requires amendments to job titles where discrepancies exist, with employers obliged to regularise the status of their expatriate staff. PAM emphasised that the new framework is designed to reduce mismatches between qualifications and actual work performed, thereby enhancing productivity and protecting the integrity of the labour market.
