The Arabian Stories, 2 August 2026: On 2 August 2026, Oman introduced new customs regulations capping duty‑free personal parcels and postal shipments purchased online at RO 100, as part of amendments to the Executive Regulations of the GCC Common Customs Law under Oman Sultani Decree No. 28/2026.
The Inspector General of Police and Customs issued the amendments, which update exemptions for travellers, charitable organisations, disability imports, and relief supplies.
Key provisions include:
Online shopping parcels: Duty‑free exemption applies only to personal, non‑commercial shipments valued at RO 100 or less, excluding tobacco and restricted goods. Importers must not be engaged in trade and must obtain permits for restricted items.
Travellers’ allowances: Personal baggage and gifts up to RO 300 remain exempt, but the cigarette allowance has been reduced from 400 to 200.
Disability imports: Exemptions reaffirmed for disability‑related equipment imported by government entities, licensed associations, or disability card holders. Vehicles imported under this exemption cannot be sold or transferred within three years.
Relief supplies: Emergency humanitarian imports may be exempted upon formal request, subject to proportionality and customs clearance. Sale of exempt supplies requires prior approval and payment of duties if applicable.
The regulations also empower the Director General of Customs to introduce additional controls to prevent misuse of exemptions.
