Qatar: Amir Enacts Labour Law Reforms to Boost Efficiency and Investment

The Peninsula, 26 June 2026: Qatar has introduced major labour law reforms under Qatar Law No. 9/2026, signed by Amir Sheikh Tamim bin Hamad Al‑Thani, aimed at modernising employment frameworks, strengthening worker protections, and enhancing the investment climate.

Effective 26 June 2026, the reforms mark a significant shift in Qatar’s labour market regulation. For the first time, part‑time and freelance work are formally recognised, reflecting the rise of flexible and platform‑based employment models.

Recruitment offices will face stricter licensing requirements and penalties for violations, ensuring compliance and service quality. The law also clarifies non‑compete clauses, balancing worker mobility with employer interests.

Dispute resolution mechanisms have been streamlined, with enhanced mediation and digital platforms enabling faster outcomes. Labour dispute committee decisions now carry enforceable status, strengthening confidence in the system.

The reforms also reinforce wage protection systems, mandating timely salary payments and expanding compliance monitoring.
