Hukoomi, 20 September 2026: Qatar has enacted Qatar Law No. 13/2026, transferring responsibility for regulating real estate brokerage from the Ministry of Municipality to the Real Estate Regulatory Authority (Aqarat), alongside new licensing restrictions and compliance obligations.
Qatar Law No. 13/2026 stipulates that a brokerage licence may not be granted to anyone who has previously worked for Aqarat or in real estate and urban planning units until three years have elapsed since leaving employment. Applicants must also obtain a certificate from the Ministry of Justice confirming the property’s status and encumbrances.
This legislative change was accompanied by Qatar Emiri Decision No. 34/2026, which expands Aqarat’s mandate by granting authority to issue real estate brokerage licences and oversee brokers’ compliance with anti‑money‑laundering and counter‑terrorism financing requirements. The transfer consolidates regulatory oversight within a specialised authority, aiming to strengthen governance and integrity in the real estate sector.
