Saudi Gazette, 23 June 2026: The Saudi Council of Ministers has approved the Executive Regulation of Saudi Arabia Cabinet Decision No. 42/1447 on the Approval of the Law on Real Estate Ownership by Non-Saudis, endorsing designated geographic areas for foreign property ownership.
The Cabinet session, chaired by King Salman in Jeddah, confirmed that the regulation follows the entry into force of the landmark law in January 2026, after its publication in July 2025. The law permits non‑Saudis, whether individuals or companies, to own residential, commercial, agricultural and industrial properties, subject to approval from competent authorities and compliance with the new regulation.
Foreign companies licensed to operate in the Kingdom may own real estate necessary for their activities, including offices, factories and warehouses. The regulation sets out detailed rules for ownership procedures, reinforcing Saudi Arabia’s efforts to attract investment and regulate property markets.
Minister of Media Salman Al‑Dossary highlighted the Cabinet’s reaffirmation of Saudi Arabia’s commitment to regional and global stability, humanitarian assistance and international cooperation. The session also reviewed recent achievements under Vision 2030, including Saudi Arabia’s rise to 13th place globally in the IMD World Competitiveness Yearbook 2026 and its retention of the top position in the Global Cybersecurity Index for the third consecutive year.
