"[T]he court ORDERS Respondents to show cause no later than five (5) days from the date of this Order explaining why ICE, in consultation with its contractor the Geo Group (“GEO”), cannot immediately (a) begin testing of detainees at the NWDC on a voluntary basis; and (b) implement a plan for those that refuse testing."
