Where's the Rule? (Flores)

On Wednesday, August 21, 2019, DHS and HHS announced that they "published" and "issued" a final rule regarding the Flores Settlement Agreement.

But as of 11:00 a.m. Eastern, there's no link to the rule on the web, including the Federal Register.

Where's the rule?
