- Federal: President Trump issues Executive Order 14251, “Exclusions from Federal Labor-Management Relations Programs,” which designates certain federal agencies and subdivisions as primarily focused on intelligence, counterintelligence, investigative, or national security work and determines that specific labor-management relations statutes cannot be applied to these entities in a manner consistent with national security needs. - Utah: Utah enacts the Earned Wage Access Services Act, which regulates businesses that provide consumers with access to earned but unpaid income. 2025 Ut. HB 279.
- West Virginia: West Virginia enacts a law defining "sex" as "the state of being either male or female as observed or clinically verified at birth." The law also defines "male" and "female" and states that individuals with differences in sex development conditions are not members of a third sex and must be accommodated consistent with state and federal law.
