- The Department of Homeland Security (DHS) announces a revised Form I-9, Employment Eligibility Verification, and a final rule allowing remote verification of employment eligibility documents by qualified employers.
- Florida enacts a preemption law that requires counties to suspend enforcement of ordinances that are subject to a legal challenge and to prepare a business impact estimate before enacting ordinances. The law also awards attorney’s fees, costs, and damages to prevailing plaintiffs. See 2023 Fla. SB 170.
- Texas enacts the Regulatory Consistency Act, effective September 1, 2023, which will prohibit municipalities and counties from adopting or enforcing ordinances, rules, or orders involving business, commerce, finance, labor, and other regulatory fields. See 2023 Tex. HB 2127.
Note: This law is subject to a lawsuit by the City of Houston which may impact the effective date.
