DE Legislature Passes Ban on ‘Captive Audience’ Meetings

Delaware lawmakers passed a bill (HB 84) that would prohibit employers from requiring employees to attend “captive audience” meetings, those held to convey the employers’ opinions about religious or political matters, including unionization. The measure provides exemptions for religious content communicated by religious employers, political content communicated by political employers, and laws and policies communicated by public entities charged with administering them.
