Pursuant to 8 C.F.R. § 1003.1(h)(1)(i), I direct the Board of ImmigrationAppeals (“Board”) to refer this case to me for review of its decision. TheBoard’s decision in this matter is automatically stayed pending my review.See Matter of Haddam, A.G. Order No. 2380-2001 (Jan. 19, 2001). To assistme in my review, I invite the parties to these proceedings and interested amicito submit briefs on points relevant to the disposition of this case, including:
Whether, and under what circumstances, an alien may establish persecution on account of membership in a “particular social group” under 8 U.S.C.§ 1101(a)(42)(A) based on the alien’s membership in a family unit.
