"Aleksandr Pan petitions for review of the January 7, 2013 order of the Board of Immigration Appeals (BIA) dismissing his appeal from an immigration judge’s (IJ) denial of his applications for asylum, withholding of removal, and relief pursuant to the Convention Against Torture (CAT).  For the reasons that follow, we conclude that the IJ and BIA failed to consider significant record evidence related to Pan’s claim of past persecution.  Therefore, we grant the petition for review, vacate the BIA’s order in part, and remand for further proceedings." - Pan v.
