LexisNexis and the LexisNexis Rule of Law Foundation were recognized at the World Bank’s Law, Justice and Development Week 2025 in Washington, D.C., where leaders discussed innovative legal solutions to global development challenges. A key focus was the African Tax Legislation Atlas (ATLA) project, a partnership among the LexisNexis Rule of Law Foundation, the World Bank, and the International Bureau of Fiscal Documentation. The initiative grew from a pro bono collaboration between the Foundation, LexisNexis South Africa, and RELX tax professionals, who worked with the Ethiopian government to translate, consolidate, and publish Ethiopia’s tax laws in English and Amharic, making them digitally accessible online for the first time. The project highlights LexisNexis’ contribution to strengthening the rule of law by improving transparency, accessibility, and understanding of legal and tax systems. Ethiopian officials noted that making tax laws organized and accessible online is important to the country’s economic growth and development. ATLA has since expanded into a digital repository of tax laws across Africa, with legislation from Ethiopia, Kenya, the Democratic Republic of Congo, Angola, and Rwanda now available. RELX was also recognized as a responsible tax champion by the International Finance Corporation’s Enhancing Responsible Tax Practices Program: Focus on Africa initiative. Representatives emphasized how digital tools, transparent tax systems, and responsible business practices can support sustainable economic development and strengthen the rule of law.
