Cecilia Li was one of the first tri-lingual partners (English, Mandarin and Cantonese) in the offshore space when promoted as a partner in 2021 at age 34. Cecilia earned her LLB from Warwick University and a MSc degree from the University of Oxford, trained as a solicitor of England and Wales with Norton Rose Fulbright in London before qualifying as a capital markets lawyer at Linklaters in Hong Kong. Since joining Ogier in 2016, Cecilia has built up a diverse and high-value corporate practice in offshore legal industry, advising clients in respect of Cayman and BVI laws on IPOs, mergers and acquisitions, take-privates, PE / VC transactions, debt financings and corporate governance matters. Her clients include major Chinese state-owned enterprises, listed companies, "unicorn" enterprises, investment banks and private equity houses.
Highly regarded by clients and peers, Cecilia has received notable recognition from industry publications, including being recognised as "Rising Star" by China Business Law Journal in 2024, a "Key Lawyer" by Legal 500 Asia Pacific and a "Distinguished Legal Advisor" by Greater China Business in 2025. Her proven track record, commercial acumen, and cultural versatility set her apart as a trusted adviser to clients navigating complex transactions in the region.
Cecilia's year was defined by blue-chip listings and first-of-their-kind financings, including IPOs for Guming Holdings Limited and Mirxes Holding Company Limited, and equity fund raising for the Web3 fintech unicorn RedotPay. It is also marked by some significant M&A transactions such as the take-private of Ronshine Service, Ping An’s US$1.8 billion Autohome share sale and BYD's equity investment in Harmony Auto. As BVI counsel to Yuexiu REIT, she supported a RMB6 billion panda-bond issuance identified as the first of its kind by a REIT. She was also the BVI counsel to China Communications Construction on its issuance of RMB7.1 billion green bonds. Her stated vision is to continue building up her practice as a trusted advisor to clients and giving back to the legal community through mentorship programs for the younger generation.
