Construing "discharge" in accordance with its ordinary or natural meaning, a processing plant owner's operation of a dam to produce hydroelectricity could result in any discharge into navigable waters, and thus, the owner was required to obtain a state certification under § 401 of the Clean Water Act, 33 U.S.C.S. § 1341.
