Daniel M. Kowalski, July 8, 2017 - Visas and passports are near and dear to my professional heart. Secretary of State Rex Tillerson paid $1,086,250 to Insigniam Holding LLC to do a "listening tour" of DOS staffers. The 110-page report was distributed internally on Wednesday, July 5, 2017. Someone leaked it to Reuters. But we who paid for it can't see it...because Insigniam copyrighted it.
One key recommendation is that visa and passport issuance be shifted from DOS to DHS. I am of two minds about that, but if it means the erosion or elimination of the doctrine of consular non-reviewability, the shift could be a good thing. We shall see.
