USCIS Mailroom Procedures

Why did I request this?  I had a case recently where the envelope was damaged in transit and several important originals were lost.  I wanted to know what USCIS did with damaged mail and how it was ticketed.  As a result, I sent a FOIA request for the Mailroom SOPs.  Happily, while waiting for that response, USCIS magically found the missing documents after I asked if they needed me to come look behind the bins in the mailroom to find the missing mail (phone conversation with adjudicating officer, who found that funny) -- that led to his offering to check the lost mail receipts for the day of before and after our letter was sent to see if they could find the missing mail.  Needless to say that case is good now, but I thought others may find the Mailroom SOPs to be interesting and informative.

My intended follow-up requests:  "Extraction Area" SOPs - I would like to know what goes on after the mail comes to the mail room.  And the "Outgoing Mail" SOPs - I want to know why receipts to my clients are postmarked two weeks before receipts to me and why after mine is postmarked the mail takes a further week to a month to arrive at my office -- I had a case last month where the decision arrived at my office four days after the appeal deadline and my client's out of the country so did not receive his notice either.  Luckily, I managed to get the CIS office to reopen the case administratively as a result, but that could have really burned me."
