"Anecdotal case data collected by the American Immigration Lawyers Association (AILA) from its attorney members, representing 127 cases from across the country, offers clear evidence that the way in
which DHS engages state and local law enforcement (LLEAs) in immigration enforcement is distracting the department from its stated priorities. Nearly every case in this survey fell well outside of DHS?s stated
