As US Citizenship and Immigration Services (USCIS) readies its program and resources to implement the administration’s deferred action policy for qualified applicants, the agency is confronting a significant new workload and application process. The program presents challenges akin to those of handling both Temporary Protected Status needs in the aftermath of unexpected political or disaster events (such as hurricanes and earthquakes in Central America and Haiti) as well as legalization programs (such as enacted by the 1986 Immigration Reform and Control Act or the Nicaraguan Adjustment and Central American Relief Act of 1997).
Panelists will discuss the challenges of implementing the program. The focus will be on lessons learned from prior case-by-case programs with significant caseloads and short implementation planning periods. Reflecting on experience, relevant research, and the unique character of the deferred action program, panelists will offer analysis and recommendations for how USCIS can most effectively implement the program to meet the needs of eligible applicants and their communities and of the government agencies responsible for the program.
