"All Plaintiffs requested to produce a hunting license produced a facially valid hunting license. ... Pursuant to Minn. Stat. §97A.405, “License Requirements,”a person in possession of a hunting license is not required to produce an identification document upon request by a conservation or peace officer. ... The non-Hispanic hunters asked to produce a hunting license were not asked to produce an identification document if they possessed a hunting license. ...
