CAPAC Recommendations on Immigration Enforcement and Administrative Relief:
DHS should keep families together by expanding deferred action.
DHS should make administrative changes to DACA so that more people may benefit from the program.

Expand the provisional unlawful presence waiver process to all persons who are statutorily eligible for the waiver and can immediately benefit from it.
Interpret “extreme hardship” broadly.
Refrain from prioritizing individuals with only immigration law violations as a priority for removal.
Narrow civil enforcement priorities and improve implementation of prosecutorial discretion.
Limit deportations without hearings.
Fundamentally change detainer practice and policy.
