WASHINGTON, D.C. - A federal trial court erred when it ruled that a stipulation agreement between the United States and a former employee of the U.S. Postal Service (USPS) was not enforceable as a contract within the jurisdiction of the Court of Federal Claims, the Federal Circuit Court of Appeals ruled March 23 in a matter of first impression (Gladys S. VanDesande v. United States, No. 2011-5012, Fed. Cir.; 2012 U.S. App. LEXIS 6083).
