SAN FRANCISCO - The founder of a get-rich-quick scheme filed for Chapter 11 bankruptcy in the U.S. Bankruptcy Court for the Northern District of California on Sept. 24, one month after he was fined $478.9 million by federal trade regulators for fraud (In Re: John N.
