WASHINGTON, D.C. - A federal trial court lacked subject matter jurisdiction over an administrative law judge's (ALJ) complaint alleging that the U.S. Department of Housing and Urban Development interfered with his decisional independence and, as a result, violated the Administrative Procedure Act (APA), the District of Columbia Circuit U.S. Court of Appeals ruled June 28 (J. Jeremiah Mahoney, An Administrative Law Judge at the United States Department of Housing and Urban Development v.
