City's Tobacco Regulations Are Ruled Constitutional And Not Preempted

BOSTON - A city's regulation of discount tobacco coupon redemption and the sale of flavored smokeless tobacco are not preempted by federal laws or Rhode Island's Constitution, the First Circuit U.S. Court of Appeals held Sept. 30, affirming a lower court (National Association of Tobacco Outlets v. City of Providence, No. 13-1053, 1st Cir.; 2013 U.S. App. LEXIS 19928).
