3rd Circuit: Police Corporal Failed To Prove Speech Was Protected

PHILADELPHIA - A Pennsylvania State Police corporal failed to prove that he was wrongfully retaliated against due to his speech about an allegedly illegal quota system used for traffic stops, the Third Circuit U.S. Court of Appeals ruled Dec. 20 (Cpl. Jeffrey A. Taylor v. Col. Pawlowski, et al., No. 13-1476, 3rd Cir.; 2013 U.S. App. LEXIS 25360).
