PHILADELPHIA - A former City of Philadelphia director failed to show that he was retaliated against when his requests for reinstatement following his voluntary resignation were ignored, the Third Circuit U.S. Court of Appeals ruled March 19 (Ralph P. Blakney v. City of Philadelphia, et al., No. 13-3-62, 3rd Cir.; 2014 U.S. App. LEXIS 5132).
