SAN JUAN, Puerto Rico - A medical expert cannot testify on the standard of care in a malpractice case because his res ipsa loquitur opinion is neither reliable nor helpful, a Puerto Rico federal judge decided Jan. 22 (Eulalia Lopez Ramirez, et al. v.
