“Where there is no prohibition in commencing a civil action without the consent of the AG (Attorney-General), one cannot imply or impute the need for a prior consent with the effect that the whole proceeding becomes null and void. This is more so when Parliament had on other occasions for a civil action expressly provided for the consent of the AG to be obtained first before a civil action is commenced. What is not prohibited is permitted lest by way of judge made law or pronouncement a prohibition is imposed because a court of law says so.”
