In 2016 VIRGINIA enacted a first-in-the-nation loan program to help home and business owners in the state elevate their properties in preparation for rising sea levels. But with no dedicated funding source approved at that time, the program still has no funding two years later. (VIRGINIAN-PILOT [NORFOLK])
The national unemployment rate fell in September from 3.9 percent to 3.7 percent, the lowest level in nearly 50 years. That result came even as the number of new jobs created during the month, 134,000, was well below the expected 185,000, due at least in part to growing worker shortages. (USA TODAY)
