Minnesota’s Senate Taxes Committee heard a bill (SB 3197) last week that would make the state the first in the nation to tax social media apps. The measure would require social media platforms with between 100,000 and 500,000 Minnesota-based users to pay 10 cents per user per month; platforms with between 500,000 and 1 million Minnesota users to pay $40,000 per month plus 25 cents per user over 500,000 per month; and platforms with over 1 million Minnesota users to pay $165,000 per month plus 50 cents per user over 1 million per month. The Arkansas Senate unanimously passed a bill (SB 612) that would allow parents and guardians to sue social media platforms for knowingly and willfully contributing to a minor’s suicide or attempted suicide. An amendment to the measure by the House Judiciary Committee has been adopted. (ARKANSAS ADVOCATE, LEXISNEXIS STATE NET)
Illinois House and Senate are considering legislation (HB 3304 and SB 2037) that would require manufacturers of cell phones and other electronic devices, as well as app stores, to collect or estimate users’ birthdates when they register and pass along that information to online providers to block minors’ access to adult content.
