After passing pharmacy benefit manager regulations last year, Iowa lawmakers are considering a pair of bills (HSB 99 and SSB 1074) that would require all prescription drug contracts to use a pass-through pricing model, in which PBMs charge employers, insurers or other plan sponsors the same amount the PBMs paid the supplying pharmacies, and PBMs are compensated only through administrative fees. The measure would also prohibit PBMs from limiting consumers from using a pharmacy of their own choice. (CEDAR RAPIDS GAZETTE, LEXISNEXIS STATE NET)
Mississippi’s House approved a bill (HB 1123) aimed at stopping spread pricing, in which PBMs charge insurers a higher amount than the rate the PBMs negotiated for a prescription. The measure would also require PBMs to disclose any pharmacy ownership they have. (MAGNOLIA TRIBUNE, LEXISNEXIS STATE NET)
