Nutshell for immigration lawyers and their clients:
1. Hong Kong-born foreign nationals will now be charged to the PRC quota for green cards, rather than the "Worldwide" quota, meaning longer wait times and backlogs for many IV categories; and
2. Hong Kong SAR passport holders with H, L and O visas will now suffer shorter visa validity periods, per the reciprocity tables, and L visas will now incur a $120 reciprocity fee.
