Syncing and records come back

I have to be missing something. 

Overall background:  TM 10, Office 2007

Sync background:

  1. Records can be deleted in both TM and Outlook.
  2. Confirmation option chosen
  3. Sync has previously run
  4. person-x is in TM and Outlook
  5. I delete person-x in TM as part of a cleanup effort
  6. I run synch again
  7. I expect person-x to be removed from Outlook
  8. Instead, person-x is synced back into TM
  9. Cleanup failure!

Am I missing something?
