According to EOIR General Counsel, Jill Anderson, "Both of the postings apply to the same alien. The first posting includes the Board of Immigration Appeal’s decisions in response to an appeal from the Immigration Judge’s decision on the application for asylum. The second posting is the Board of Immigration Appeal’s decision on a Motion for Reconsideration."
Note that the case was from...wait for it...2006!
