5 Howrey Construction Attorneys Join Ober|Kaler

WASHINGTON, D.C. - Ober|Kaler has announced that five attorneys formerly of Howrey LLP have joined the firm's Construction, Litigation and Risk Management practice in its Washington, D.C., office.

Barbara G. Werther, principal, has more than 30 years of experience in construction and government contracts law, both in the private sector and on public projects. Werther has represented both contractors and owners in disputes regarding substantial claims for delays, acceleration, inefficiencies, default terminations, construction catastrophes and false claims.

She is recognized as one of the country's leading construction and government contracts lawyers in Best Lawyers in America, Chambers USA and Washington DC's Best Lawyers. She hosted the first Annual Women in Construction Conference in Washington DC in 2006. Most recently she spoke on "Advanced Negotiations Strategies" for the ABA Construction Forum Midwinter Meeting.

Stephen D. Palley, principal, specializes in policyholder insurance coverage litigation with a construction industry focus, as well as complex construction defect litigation. Palley also advises clients on the development and negotiation of insurance and risk transfer programs for large construction projects throughout the United States, including hospitals, airports, power plants and stadiums.

A regular speaker and writer on construction and insurance-related topics, Palley is the lead editor of the newly-released 12-chapter book entitled Construction Insurance: A Guide for Attorneys and Other Professionals, published by the ABA Forum on Construction (April 2011).

Akin Alcitepe, counsel, focuses on complex commercial and construction litigation matters in both state and federal courts as well as commercial and investment arbitrations in domestic and international dispute resolution forums, with an emphasis in Turkey.

Christian F. Henel, associate, advises clients in resolving complex construction and government contracts disputes through litigation and alternative dispute resolution methods. He is experienced in state and federal courts of multiple jurisdictions, Article I courts, boards of contract appeals and international forums.

William A. Roach Jr., associate, practices in the area of complex commercial litigation and arbitration, securities fraud and white collar criminal defense. He represents clients involved in contract disputes, business torts, licensing disputes and royalty claims.
