Texas Rep. Giovanni Capriglione (R) released draft legislation for the state’s 2025 session that would provide for comprehensive regulation of artificial intelligence. Among other things, the bill would require AI developers to take “reasonable care” to prevent discrimination, including by conducting regular testing; mandate notification of consumers when they interact with high-risk AI systems; and prohibit the use of AI for manipulating human behavior, collecting biometric data or classifying individuals on the basis of “social scoring.” The measure could become a blueprint for AI regulation in red states, just as Colorado SB 205 and Connecticut SB 2 have in blue states.
