The measures include SB 790 and SB 791, allowing home help caregivers to unionize, and SB 929, increasing pay for healthcare workers and expanding low-income residents’ access to healthcare. The Republican attorneys general of 20 states filed a complaint in the U.S. District Court for the Northern District of Iowa aimed at overturning a Biden administration rule setting minimum staffing requirements for nursing homes. The Nursing Home Minimum Staffing Rule requires nursing homes that receive payments from Medicare or Medicaid to provide 3.48 hours of direct nursing care per resident per day. The nursing home industry says it couldn’t afford to meet that requirement, even if it could find the staff needed to do so in the midst of a national healthcare workforce shortage.
