"Jose Rodolfo Escobar Larin ("Escobar"), a native and citizen of El Salvador, petitions for review of a decision by the Board of Immigration Appeals ("BIA") that affirmed the denial of his claims for asylum, withholding of removal, and protection under the Convention Against Torture ("CAT"). He also petitions for review of a separate BIA ruling that denied his motion to reopen his removal proceedings. We deny the latter petition but grant the former and therefore vacate and remand the BIA's ruling denying his claims for asylum and withholding of removal, as well as his CAT claim, for further proceedings consistent with this decision."
