"Plaintiffs’ motion for summary judgment will be GRANTED with respect to their first claim for relief, and Defendant’s cross-motion for summary judgment will be DENIED. Furthermore, the Lesson Plan will be VACATED in its entirety, and Defendants will be ENJOINED to void each Plaintiff’s existing credible fear determination and provide Plaintiffs with new credible fear interviews, as necessary for Defendants to make a lawful determination regarding whether each Plaintiff has a credible fear of persecution that entitles her to a full removal hearing."
