RTF or HTML signatures in e-mail

I am considering switching from text to RTF or HTML e-mail.  Is it possible in TM10 to do the following:

1.  Send multi-part e-mail messages, so that the message will be displayed richly if the recipient has HTML enabled and in plain text if the recipient does not have HTML enabled?

2.  Create a signature that is also multi-part, as described above, without using attachments?

3.  Is it even possible to create a RTF or HTML signature in TM?  The only procedure I can find seems to create a plain text signature (although it's probably given the default font if it is placed in an HTML message).
