Many states have joined multi-state efforts to reduce greenhouse gas emissions and encourage investment in clean energy and energy efficiency, according to the Center for Climate and Energy Solutions (C2ES). Nine states participate in the Regional Greenhouse Gas Initiative (RGGI), the nation’s first cap-and-trade program for carbon dioxide emissions. Other multi-state initiatives cited by C2ES include the Western Climate Initiative (WCI), the members of which include only California and the Canadian provinces of British Columbia, Ontario, Quebec, and Manitoba, and the Midwest Greenhouse Gas Reduction Accord (MGGRA), which is not currently pursuing its greenhouse gas goals.
