WASHINGTON, D.C. - The president's appointment of three members to the National Labor Relations Board in 2012 during a time when the U.S. Senate decided "no business $(was to be$) conducted" was proper and should be upheld, attorneys for the NLRB argue in a petition for writ of certiorari filed in the U.S. Supreme Court on April 25 (National Labor Relations Board v. Noel Canning, a Division of the Noel Corp., et al., No. 12-1281, U.S. Sup.).
