UAE: Central Bank Launches Digital Bank Accounts for Tourists

Gulf News, 30 April 2026: The Central Bank of the UAE, in partnership with the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) and Abu Dhabi Commercial Bank (ADCB), has introduced a new service enabling tourists to open bank accounts digitally upon arrival.

The initiative, called the “Tourist Identity”, provides non‑resident visitors with a secure digital identity issued at entry, powered by biometric and facial recognition technology developed by ICP. By linking this identity to ADCB’s mobile banking app, tourists can instantly open a bank account, receive a digital debit card, and access banking services without paperwork.

The service removes barriers for visitors who need local banking access during their stay, allowing them to pay digitally, manage expenses, and use secure financial services from day one. Officials highlighted that the measure is particularly useful for longer stays, business travel, and frequent visitors, reflecting the UAE’s broader strategy to enhance digital services and improve the visitor experience.
