DETROIT - A Michigan federal judge on April 9 refused to certify a class of people issued tickets for violating a Detroit loitering ordinance that one Michigan man claims violates the U.S. Constitution (Jason Morton v. City of Detroit, No. 11-12925, E.D. Mich.; 2012 U.S. Dist. LEXIS 49473).
